West Midlands Placement Portal

WMPP Approval Criteria

Please read the below criteria before you apply to register on the West Midlands Placement Portal. You cannot be approved on the portal if you do not meet all the criteria below. 

The portal is used to source placements for children and young people aged 0–18. It is not used to source placements for young people aged 18 and over.

  1. All providers must be Ofsted registered holding a certificate or URN. The only exception is where a provider holds a residential registration with CQC that confirms they can deliver regulated activity to under‑18s. If you are a CQC residential provider, please contact wmppenquiries@birminghamchildrenstrust.co.uk before completing the registration spreadsheet to confirm eligibility. We do not accept Supported Living/Home Care/Domicilliary Care providers or Fostering providers who are not Ofsted registered.   
  2. Providers must be registered with Companies House under an appropriate SIC code. We will not approve providers where the registered services do not align with the support provided to children and young people. We do not approve supported living, domiciliary or home care services.  

  3. Both Framework and Spot providers can register on the portal. You are classed as a Framework provider if you have successfully applied to the West Midlands Supported Accommodation Framework (WMSAF), West Midlands Residential Framework (WMRF) or West Midlands Independent Fostering Agency Framework (WMIFAF). If you have not successfully applied to the relevant Framework, you are classed as a Spot provider. 

  4. Providers must have the following up-to-date documents available to complete the registration spreadsheet:  

  • Up-to-date insurance certificates: showing minimum cover: Employers £10m, Public £5m, Professional £2m. 
  • Statement of Purpose: specific to each home and including a staff matrix or appendix showing level of qualification or experience. Please do not upload a training matrix. This document must be less than 12 months old. 
  • Young Person’s Guide: Young Person friendly which shares information about your home\service and shows young people how to make a complaint. 
  • Locality risk assessments: this document must be less than 12 months old 
  • Regulatory body certificate 
  • Educational documents (where you provide education services)
